Established before The Sensus Program in 1997, The Republic Shield is the world's first hero team. While currently inactive as a team in 2026, the four original heroes still operate in Headquarters as trainers whenever they are needed. Otherwise, they are simply looked up to as mentors by the other heroes. Each of them are NPCs.  LEADER SKYFIRE
59 years old. Skyfire is a former military commander, who led most of the fights and captures of the monsters before The Panel created the tonic. He volunteered first as a test subject, and he showed the most promise during the team's six months of training. His power is fire rain generation. Both encouraging and critical, when he comes to Headquarters, he can usually be found training heroes in the training facilities. FC: Lee Byunghun.
  MORNING STAR
50 years old. Morning Star lost everything in the monster epidemic, including her home and family. She volunteered as a test subject in exchange for food and shelter, having no other option. Her power is photokinesis. Both fiercely protective and spiteful, when she comes to Headquarters, she can usually be found training minimals in the training facilities. FC: Kim Heesun.
  TAEGUK
55 years old. Taeguk is a former soldier of the military, being in the unit that Skyfire commanded. He was forced into being a test subject after declining the invitation to volunteer. With a body made up completely of earth, his power is earth mimicry. Both sensitive and very caring, when he comes to Headquarters, he can usually be found looking over ills in the medic bay. FC: Ma Dongseok.
  DOKKAEBI
45 years old. Dokkaebi was a teenager when the epidemic started, and she turned into a monster, killing her entire family. After being captured by Skyfire and Taeguk's military unit, she was forced into being a test subject as a monster. Returning to her human form, her power is supernatural strength. Both very intelligent and pedantic, she works at Headquarters in hero management. FC: Lee Siyoung.

ㅤㅤ ㅤㅤㅤㅤㅤㅤ the sensus program

HISTORY

It started with just one case in November 1994, in another country. A human man fell to his knees before warping into an unidentifiable creature, much bigger and ghastly than anyone had ever seen before. The creature let out ungodly noises, destroyed anything it could get its hands on, and killed any other living creature in its sights. A second report came from a different country across the globe. Day after day, the reports of these creatures— these monsters— escalated. Fear struck hearts of millions worldwide as doctors, scientists, and medical professionals tried and failed to explain this epidemic. Humans were mutating suddenly and violently, and nobody had a solution.Every nation’s leaders did their best to protect their citizens, and South Korea was no different. The country underwent martial law with the priority of killing these monsters and holding together its remaining civilization. In the early months of 1995, a small group of high-ranking government officials were tasked with a more permanent solution to the epidemic. Unlike leaders of other countries, who scrambled to quickly and simply just get rid of the monsters plaguing the world, the group decided on a more measured approach. Their military units were instructed to capture the creatures instead, keeping them alive and intact. Understanding that the answer to this epidemic would be information, they brought in a panel of scientists. The Panel consisted of South Korea’s most distinguished biochemists and researchers. They were tasked with determining the origin of the mutation and stopping it outright. And with the world seeming to end right before everyone’s eyes, the stakes were high. But by 1996, The Panel still hadn’t completed either task given to them. However, they had discovered something else entirely. From the samples extracted from the captured monsters, The Panel formulated the tonic. They were convinced that a controlled version of the mutation that started this entire epidemic could be used to fight back against it.However, they needed to test this before they could ensure its results. The Officials approved a trial of 100 test subjects, which were composed of monsters, soldiers who helped in capturing the monsters, and civilians who volunteered in exchange for safety, food, and shelter. The success rate was only four percent. 96 of the test subjects died within the first 24 hours of receiving the tonic, but the surviving four were all changed in ways neither The Panel nor The Officials anticipated. For six months, The Panel studied their bloodwork excessively, using each of them to tweak and adjust their initial formula of the tonic. The same half year was used by The Officials to put the surviving four through rigorous physical training. When each of them displayed incredible abilities humans had never before had access to, they were pushed to reach their limits. In February of 1997, The Officials introduced The Republic Shield to the nation. The four became a government-sanctioned team of the world’s first super-abled beings. They fought the monsters much quicker than the military units ever could, and it wasn’t long before South Korea was considered the safest nation to live.As the monster epidemic raged on, other nations had no choice but to ask for their help. Despite rebuilding the state of their own country, the South Korean government was more than happy to help…for a price. And as the money went back into restoring their nation, steadily they returned back to normal. Nations that couldn’t or didn’t want to pay for The Republic Shield’s aid attempted to create their own version of tonic. The Officials reinforced every security measure around The Panel and their research, which led to the failure of the other nations’ attempts. In 1999, the second version of the tonic was finalized after two years of failing trials on both monsters and human volunteers. The success rate had only reached 10% at this point, but The Officials were eager to move forward with their plan. They constructed a contract and built a program around it to create more like the original four who survived the first version of the tonic. The Sensus Program launched in February of 2000. Twice a year, in February and August, a new round of recruits would sign the contract, receive the tonic, and go through three months of intensive training while some higher-ups turned a blind eye on those who cheated the contract as long as they get more test subjects. Those who survive and successfully finish the program are registered as a super-abled being.Though everything isn’t always revealed to the public. Even in 2026, the success rate of the tonic stands at only 36%, with the majority who receive the tonic dying within 24 hours. And those who survive? Well, even they endure the side effects that weren’t mentioned when they first signed the contract. Some become so sickly that they can’t even be considered a hero, and others endure all of that training only to be dismissed. The monster epidemic has been mostly managed, thanks to the efforts of The Panel. Even when a human mutates into a monster, they are quickly sustained by one of South Korea’s heroes. But now, there is a new sense of unrest growing. South Korea has spent thirty years becoming the most valuable nation on Earth. The Officials control the only viable path to super-ability. Other nations are still trying and failing to replicate the tonic. The death toll from failed imitation programs has become another global crisis that is rarely addressed. And with round 51 of The Sensus Program finishing up, what will the fate of the world look like?

TIMELINE

November 1994: The Monster epidemic begins, putting every nation in the world in jeopardy.
early 1995: A group of government officials are placed in charge of national security for South Korea. They hire a panel of scientists to put an end to the mutation that created the monsters.
1996: The Panel are still unsure of the mutation's origins. Yet from samples taken from the monsters, they formulate a tonic. They gather 100 test subjects of monsters, soldiers, and volunteering civilians. 96 of the test subjects die within 24 hours of receiving the tonic. The Panel use the four survivors' bloodwork to adjust their formula for the tonic. While they work, the survivors undergo six months of intensive training after demonstrating super abilities.
1997: The Officials brand the four survivors as The Republic Shield, a team of super-abled beings, who could fight, subdue, and capture the monsters. Other nations reach out for South Korea's help, and The Republic Shield is rented out to any nation willing to pay for its people's safety.
1998: Other nations begin trying to recreate the tonic. The Officials begin placing extra safety measures to make sure The Panel and their research never get out.
1999: The Panel finalize a second version of the tonic that had a 10% success rate, as opposed to the original 4%. The Sensus Program is constructed by The Officials.
February 2000: The Sensus program goes live, and the first round of subjects enter. From this point, the program happens twice a year, in February and August.
June 2000: The hero roster is created for all Sensus heroes. The Republic Shield do not hold places on the roster.
February 2001: Mighty debuts as South Korea's best hero team.
May 2001: The Panel produces a vaccine to prevent the sudden mutation of humans into monsters, and it effectively reduces the possibility of mutation from 20% to 0.1%. Because of its limited quantity, the vaccine is offered in medical facilities in wealthy and middle class communities mostly. The vaccine cannot be given to infants and children below the age of 13. In other nations, the price is significantly higher due to the excessive export rates The Officials put on the vaccine.
February 2010: The Sensus Program is amended to allow for foreigners to participate.
February 2026: Round 51 of The Sensus Program goes live. The tonic is now at a 36% success rate.

PUBLIC PROPERTIES

  BUSINESS DISTRICT
Accessibility Varied

Located in the heart of Seoul, this is where many of the successful businesses moved when the monster epidemic began in 1994. Since then, the Business District has only grown and flourished. Instead of spreading out again, the area has only taken more space as old business expanded and new businesses were established. Each business has its own hours of operation.

  CHAEG LIBRARY
Open: 10 AM - 10 PM

Chaeg Public Library is the most updated collection of books, physical media, and technology available for borrowing. It has several study rooms that can be reserved, and there are multiple computers available for use. Chaeg has the most information on the monster epidemic and super-abled beings. The staff pride themselves on staying current. Make sure to request a library card!

  DAEGAN MEGAMALL
Owner: AVAILABLE

One of the few malls to survive the monster epidemic, Daegan has become the largest mall in South Korea since 1994. It has over 450 retail stores, more than 100 dining options, and an indoor amusement park. The stores, restaurants, and attractions all have their own hours of operation. Super-abled beings are requested to limit power usage while inside!  ──  The positions and hours of operation can be chosen by the owner.

  REDEVELOPMENT ZONE
DANGER: Keep Out!

Rebuilding began in 1997 when The Republic Shield helped South Korea become the safest nation in the world. However, there are still a few areas that are considered unsafe for unauthorized personnel to enter. This zone is always guarded. The Officials are determined to finish development by the end of 2026, to offer more affordable residential options.

  RESIDENTIAL ZONES
24H Access

Located in several different sections of Seoul, the residential zones are where most of Seoul's population live since 1994. Every year or so, a new zone opens up. Zones are usually separated by wealth and affordability. Despite heroes being on-call to handle any disturbances, it is highly suggested to form a neighborhood watch in every zone!  ──  Current zones here.

  SURAN HOSPITAL
Owner: SEOK FAMILY

The biggest hospital in Seoul, Suran has the best doctors and staff. It was overpopulated by patients during the monster epidemic and was forced to expand. Now, it is the default for ambulances and heroes to take people in need of help. Because it is a public hospital, walk-ins are accepted. Of course, there are varying wait times.  ──  The positions and hours of operation can be chosen by the owner.

The Casino is much more than just the typical, illegal gambling operation. Super-abled beings can gamble modified body enhancements and custom weapons. Every two weeks, there's an auction where coveted objects are sold to the highest bidder. The outside of The Casino looks like a regular building and requires a password to even get in.  ──  The name, positions, and hours of operation can be chosen by the owner.

  THE CLINIC
Owner: AVAILABLE

The Clinic is a private healthcare facility that employs doctors, nurses, and scientists with expired or suspended licenses. The patients are comprised of villains and villain-aligned minimals and ills, who can't be seen by HQ's Medic Bay or Suran Hospital. Despite the circumstances, patients are treated well.  ──  The name, positions, and hours of operation can be chosen by the owner.

  THE CONTAINER YARD
Owner: AVAILABLE

The Container Yard is much more than the abandoned shipping yard it appears. It's used primarily for smuggling and hiding both people and things. Rumor has it that an underground super-abled fighting ring takes place here as well, but it is kept very well hidden.  ──  The name, positions, and hours of operation can be chosen by the owner.

  THE PUB
Owner: AVAILABLE

This gastropub is popular for its decently priced alcohol and tasty food. Super-abled beings of all kinds are known to frequent this establishment since it caters to them mostly. Every day features different specials and discounts! The basement is open to those with the password, where special medicines and serums are rumored to enhance super-abled powers.  ──  The name, positions, and hours of operation can be chosen by the owner.

  THE SAFEHOUSE
Access Limited

The Safehouse is a heavily guarded apartment building with several stories for villains and villain-aligned minimals and ills. The residents alternate guarding responsibilities to keep each other safe from The Officials and heroes. The apartments aren't as updated as most residences, but it is comfortable for those who call it home. ──  Apartments assignments here

  HOLLOW ICHOR
Owner: JINX

While people can actually purchase tattoos from this tattoo parlor, the primary function of the establishment is to illegally create, sell, and install body modifications and custom weapons. While its usual patrons are villains and villain-aligned minimals and ills, there are no rules that keep heroes and the hero-aligned from entering.  ──  The name, positions, and hours of operation can be chosen by the owner.

at what age can muses enter the sensus program? can my muse have gotten the tonic as a child?

The Sensus Contract (IC) states that a person must be 21 years of age or older before signing the contract and entering the program. The admins enjoy seeing muses break this rule to enter, but we would like to point out that the muse would essentially be breaking the contract. It should be understood that HEROES would have to keep lying about their age or risk being called to trial and becoming reclassified as a villain. We only ask that a bit of explanation is provided in either the bio or additional notes section of the app on how your muse was able to sneak in despite the age restriction.** If a muse was formerly a monster and was tested on by HQ, they are allowed to enter the Sensus Program at an earlier age without lying about their age. However, HQ will not unveil them as a Hero until they are 21 years of age.

does my muse have to have a post?

Yes! Sensus posts are essentially loose skeletons. All are gender neutral, and some only have age requirements. Everything else is up to you!

what is a side effect?

A side effect is a symptom that a muse gains from the tonic. All muses have at least one side effect. Side effects can either be positive or negative. This can be physical or mental.
Examples: Aging twice as fast as the average human, increased paranoia, growing a foot taller

how much does the skill tree affect a muse's power?

The skill tree affects outcomes more than the muse's actual ability. It's most useful in scenarios when the muse is attempting something major or when fighting another muse. The first example would be a muse (without a healing main power or sub-ability) trying to heal themselves after a battle or fight. It would take much more time and effort for a muse with 2 out of 15 points alloted for regeneration than a muse with 10 out of 15 points. The second example would be two muses fighting. One muse could have skill tree points alloted to brawling and the other has points alloted to blocking. If the blocking muse has more points than the brawling muse, then they would be more likely to be successful at stopping the attacks against them. Vice versa, the brawling muse would be able to be more likely to break through the blocking muse's defenses.***Important to note that if the skill tree points are somewhat equal between muses OR the points still don't guarantee a muse's success, then we also have a Dice Bot to help!

what is a dispatcher?

A dispatcher is an HQ employee who coordinates for heroes. They intercept calls from emergency lines and chose the best hero(es) for the job! They keep multiple heroes from showing up unnecessarily to different emergencies, and keep their heroes motivated!

do heroes all wear masks to keep their identity secret?

Heroes do not have to wear masks! They can, if you want a mask to be part of your muse's costume. Sensus super-abled beings are similar to Clark Kent, in the sense that regular humans won't notice them when they aren't in costume or using their powers!

do all super-abled beings have enhanced healing/regeneration by default?

Actually, no! Unless this ability is chosen as a muse's main power or sub-ability, the muse won't have it by default. It is a maximum boost ability available on the skill tree! With the skill tree, your muse could develop this ability later on.

what's the difference between the skill tree and the muse's abilities?

A muse's main power and sub-abilities are what they gained from the tonic. The skill tree boosts are what they gained from training and learning how to use their powers more, plot-wise. They gain these boosts from earning XP and exchanging XP for skill tree points.

if my hero muse works at hq, do they have to have a costume?

Actually, no! Since they are not in the field, like the other heroes, they don't need to have a costume. They do still need a hero name to keep their real identity a secret!

what do the monsters look like present day?

Though monsters are rare in the present day of Sensus, we envision them looking like a mixture of Sweet Home monsters and Alien xenomorphs!

can muses possess some form of monster physiology?

They can; however, it's not a necessity! For instance, muses (we picture the ills especially) could have kept some of their monster features after they turned into monsters and were later saved by HQ scientists.
